You must be kidding! This is all about home land security. They will hire US citizens with background check, same standard for federal govenment employees(no sure whether Bush can pass it). Dick's company will supply the equipments at 10x price. We tax payer will pick up the bill.

That, and the contractors would hire illegal, hence cheap, mexican labour to do the actual work.
