According to AP:

SWIFTWATER ― Vaccine maker Sanofi Pasteur's new Swiftwater production facility will produce the swine vaccine for the U.S. government. And the company is seeking additional orders in other areas of the world.

There have been other reports that GlaxoSmithKline has received orders from several non-US governments to produce the vaccine.
