The TV series is Due South starring Paul Gross, a well-known Canadian actor who also produced and starred "Slings and Arrows". In the show, the dog was supposed to be deaf but can read lips.
I was a big fan. The show had pretty low ratings but a devoted following. After it was canceled after the first season, fans started a letter-writing campaign to CBS and brought it back for another season.

I'm remembering more about the show. The lead character is named Benton Fraser, and the dog's name is Diefenbaker (or something German like it). It was originally just a TV movie about a Monty tracking his father's killer all the way down to Chicago. It was so well received that CBS commissioned for a whole season. It is basically a fish-out-of-water story and kind of made fun of the differences between Canadian and U.S. cultures.
